Consultation launched on plans for Liverpool development body

A public consultation has opened on plans to create a new body to oversee the regeneration of Liverpool’s North Docks.

The Liverpool City Region Combined Authority and Liverpool City Council have launched the six-week consultation on proposals for a Mayoral Development Corporation (MDC).

Residents, businesses, landowners and community groups are being asked for their views on the proposed body’s name, boundaries and powers.

If approved, the corporation would oversee the redevelopment of 174 hectares of former dockland between Everton FC’s new Hill Dickinson Stadium at Liverpool Waters, Liverpool’s Commercial District and the Pumpfields area.

Plans for the site include up to 17,000 homes, five million square feet of commercial space, as well as new green spaces and cultural facilities.

The proposed corporation would have an independent board with powers to acquire land, secure funding and make planning decisions. It would also be responsible for coordinating development across the area.

Liverpool City Region Mayor Steve Rotheram said: ‘Liverpool’s North Docks represents one of the most exciting regeneration opportunities anywhere in the UK. It’s a chance to create new homes, attract investment, support new industries and deliver thousands of good-quality jobs for local people.’

‘We want to build a new future for Liverpool’s North Docks that honours its heritage, unlocks its potential and leaves a legacy that future generations can be proud of,’ the Mayor continued. ‘I hope anyone with an interest in the success of the area will take the time to have their say and help shape what comes next.’

The regeneration area would include a number of planned developments, including a new park at Central Docks, the proposed £1bn Kings Dock scheme, new office space at Pall Mall, the redevelopment of Stanley Dock and the expansion of Liverpool Cruise Terminal.

A masterplan for the area is being developed by the Combined Authority and Liverpool City Council with landowners and other stakeholders. It will also bring together existing regeneration projects in the Pumpfields and Ten Streets districts.

Liverpool City Council leader Liam Robinson said: ‘This consultation marks a really important milestone in shaping the future of Liverpool’s North Docks and the wider waterfront. This is one of the largest regeneration opportunities in the country, and it’s vital that local people, businesses and stakeholders have a clear say in how it develops.

‘I would encourage everyone with an interest in the area to take part in the consultation and help shape the next chapter in Liverpool’s regeneration.’

The consultation closes at 23:59 BST on 14 August.
