Transport Cities Fund (TCF)

The Leeds City Region Transforming Cities Fund is a £317 million funded investment from the Transforming Cities Fund to improve people’s access to public transport, cycling and walking across Bradford, Calderdale, Craven, Harrogate, Kirklees, Leeds, Selby, Wakefield and York which will provide an accessible, affordable and attractive alternative to the car. The ambitious programme will connect people to economic and education opportunities through affordable, sustainable transport, boosting productivity and helping to create cleaner, healthier and happier communities for the future.

North Yorkshire authorities (NYCC, Craven District Council, Harrogate Borough Council and Selby District Council) have been successful in securing £31m of this funding for a programme of improvements in North Yorkshire.

We are looking to appoint to the pivotal position of TCF Project Delivery Manager on a 3 year fixed-term contract, to drive the North Yorkshire programme through to completion.

Working with our Highways Assistant Director, your remit will be to ensure delivery of the North Yorkshire programme by March 2023 whilst working in close partnership with WYCA, the North Yorkshire district councils and other key stakeholders.

What you will bring

You will have extensive experience of delivering complex infrastructure projects, and ideally specific experience in delivering highways, transport and public realm schemes that use the latest innovation in transport planning. We are seeking a person with a passion and knowledge of the latest transport planning initiatives and best practice in providing improvement to highway active travel networks, and public realm, and the ability to deliver schemes which result in an improved sense of place. To be successful, you will have strong experience of successful delivery of a range of large-scale infrastructure programmes or projects ideally in a local authority or other public sector context. You will be confident in dealing with a range of stakeholders, contractors, councillors and partners, and have experience of managing significant transport delivery budgets. You will also have experience of commissioning and managing consultancy based resource.

This role will require you to be adaptable, be able to work under pressure and lead technically and geographically diverse teams working collaboratively with partners and suppliers.  Prioritisation of workloads associated with multi-scheme delivery is essential.

You will have the following skills and experience (but not limited to):

•     Exceptional track record of project management approaches and a related qualification would be desirable (i.e. PRINCE2, IPM)

•     Highway design and specification and transport and public realm design and specification

•     Experience of public engagement and consultation on a range of schemes including those with complex and potentially contentious issues

•     Public inquiries in respect of major transport projects including giving evidence at inquiries is desirable

•     Proficient knowledge of current guidance and legislation with respect to statutory processes involved in the delivery of major highways and transport schemes.
