The Post

Brent Council declared a climate and ecological emergency in 2019 and pledged to do all in its gift to achieve carbon neutrality in the borough by 2030. 43% of carbon emissions within Brent are from domestic housing, the biggest source of direct emissions within the borough boundary. The council is now recruiting for a hugely exciting role to lead on tackling carbon emissions which arise from domestic housing across all property types and tenures in the borough.

The post holder will act as the lead officer on domestic energy efficiency and fuel poverty for all housing tenures in Brent, to drive carbon reduction initiatives in line with Brent’s net zero climate emergency objectives. They will oversee and drive the successful delivery of the Climate Emergency 21-22 actions relating to housing, in particular: delivering a number of retrofit pilots within the council’s own stock; commissioning a comprehensive assessment of the energy efficiency measures required within our own stock; and driving the retrofitting aspect of the council’s scheduled tower block programme at the end of this year.

The post holder will also be responsible for developing and manage a long-term programme for identifying, targeting and monitoring energy efficiency improvements in the council’s own stock – to reach our target of EPC B in council owned stock by 2030. They will lead on the securing substantial external funding for physical improvements to Brent’s homes across all tenures (e.g. Green Homes Grants, Solar Together, ECO funding etc.) leveraging funding specifically where the council is currently missing opportunities due to a lack of capacity and improving the borough’s current EPC baseline

The post holder will also develop/manage a comprehensive domestic energy advice programme and referral network for Brent’s residents including differentiated approaches for the “able to pay” and fuel poor sectors, landlords, RPs etc.

The post holder has an incredible opportunity to be at the heart of shaping and delivering important aspects of the council’s transformative Climate and Ecological Emergency Agenda, supported by the Strategic Assets team in Housing and the Climate Emergency Team in the Assistance Chief Executive’s Department.

The Person

We are looking for a highly driven, creative, flexible and resilient candidate with understanding of the Climate and Ecological Emergency programme, with an excellent understanding of the importance of reducing carbon emissions in domestic housing, and the methods of achieving this.

The post holder should have demonstrable experience of delivering complex projects with excellent outcomes, as well being adept at managing a multiplicity of wide-ranging internal and external stakeholders.

A relevant degree/professional qualification is required, or previous experience in a similar role.
