Drive transformational change in procurement through effective business partnering.

In Kensington and Chelsea, we put local people and local businesses at the heart of decision-making, working in partnership with them to provide quality services that are responsive, effective and efficient. This includes improving our procurement and commissioning services to be best in class and a focus on our local supply chain and social value to make a strong, positive difference for the people and communities we serve.

Our procurement team is now shaping a new operating model and strategy that can be consistently applied across all areas of the Council with the goal of combining value for money with social value, working in partnership, enabling the sharing of best practice and identifying opportunities to save money and transform services. You could be part of it.

The Role:

As a business partner to one or more council areas, you’ll be a trusted advisor on a wide range of commercial, procurement and contractual issues. Your focus will be on building relationships and helping directorates achieve their goals within the context of the wider corporate plan. By fostering productive working relationships with directors, lead commissioners and other budget holders, you’ll positively influence the commissioning of services and the management of service providers. There will be a particular focus on modelling best practice, collaborating and planning across departmental boundaries, and achieving consistent standards across different directorates. Expect to offer some training and mentoring to the small team you will manage as well as in the wider organisation, and to take on complex or high risk tenders as required.

Please refer to the Job Description for more information.

About You:

You’ll bring genuine procurement and commercial insight and expertise, along with the confidence to build relationships and operate at a senior level. We’ll look to you to influence and challenge thinking, so well-honed skills in communication, negotiation and persuasion are essential. With a strong technical background in procurement, you’ll have knowledge of PCR 2015 and contract law, as well as experience of the FTS procedures. You’ll have a good grasp of the role of procurement in achieving corporate goals and how to manage procurement risk, and be an expert in Public Sector procurement.

In return, you can look forward to a package that includes a competitive salary, a high-quality pension scheme and generous annual leave plus bank holidays.
