Salary: 1-6 months £19,698, rising to £20,493 after 6 months and then £22,627 for the final 12 months of the scheme.

We now have an exciting opportunity for a graduate to join our Executive Support Team as an Executive, Policy & Research Officer Trainee. 

The Executive, Policy and Research Officer will provide research and analysis support to the Chief Executive and the wider Strategic Management Board, to further the development and implementation of organisational policy and evidence based decision making.

The Strategic Management Board at Ryedale District Council comprises of: Chief Executive Officer; Programme Director for Economic Development, Business and Partnerships; Chief Finance Officer (s151); Head of HR; Head of Communications, Technology and Business Transformation; Head of Communities, Customer Services and Waste and Environmental Services.

The purpose of the Strategic Management Board is to ensure appropriate corporate governance and decision-making is in place around key issues.  The Board considers anything with corporate implications, in addition to Committee related activity and all items of a corporate nature go through this route prior to committee to enable a strategic steer and the provision of the best advice and guidance to Elected Members to support strategic decisions.

Working alongside colleagues in HR, Business Transformation and Communications, Corporate Governance, Finance and delivery services, the responsibilities of the Executive Policy and Research Officer include researching and advising on issues of importance to the Council, carrying out development work and liaising with internal and external stakeholders.

The role will need to liaise with a number of specialist service areas across the Council to gain a holistic view and understanding of the organisation to inform robust policy development through:

  • Undertaking research projects from inception to presenting evidence based results in a meaningful and impactful way to senior managers and Elected Members as directed by the Chief Executive.
  • Research and developing policy solutions on behalf of the Chief Executive’s office
  • Drafting specific written material, based on research, for a wide range of audiences, including senior managers, Elected Members and other stakeholders.
  • Undertaking case management work and complex complaints investigations on behalf of the CX office to achieve satisfactory customer resolution.
  • Monitoring and contributing to social media to promote and enhance the reputation of Ryedale District Council
  • Supporting Head of Paid Service initiatives to promote employee health and well-being.
  • Analysing qualitative and quantitative data, identifying and presenting findings in a clear, concise and useable way
  • Being a confident communicator of detailed information with the ability to adapt to the needs of and present to different audiences, frequently at a senior level
  • Have excellent time management and organisation skills and have the ability to work independently once a brief had been agreed
  • Providing coordination and support to the Strategic Management Board and the Chief Executive’s office

Requirements for the role

  • Ability to apply creative and innovatory thinking in the resolution of routine and more complex problems and handling of issues.
  • Ability to form and build strong and collaborative relationships across the organisation and, where appropriate, partner organisations. Regularly dealing with a range of matters with an awareness of the organisation’s direction of travel.
  • Ability to conducting high quality research, and provide written and verbal reports with a high degree of accuracy and in compliance with deadlines as directed by the Chief Executive.
  • Ability to utilise statistical reporting tools for analysis of data and web based research methods for maintaining awareness of best practice and future developments.
  • Communication skills:  enhanced ability to communicate confidently and effectively with contacts at all levels using tact, diplomacy and discretion.
  • Time management skills: enhanced ability to be flexible as priorities change, and manage multiple tasks in a high pace environment.
  • Organisation skills:  enhanced ability to coordinate information and activities to achieve results, including under time pressure.
  • Decision-making skills:  to determine matters to be escalated/ prioritised and what can be dealt with personally.
  • Problem-solving skills: ability to think constructively and generate solutions to day-to-day problems.

Essential criteria for this Graduate opportunity: Educated to degree level. Strong research and analysis background
