Principal Transport Planner (Air Quality)

We are looking to recruit a qualified and experienced professional to provide specialist air quality advice for network management and strategic infrastructure projects and to identify and develop practical solutions to poor air quality problems caused by road transport. 

This is a new post providing an exciting opportunity for an experienced and highly motivated individual to help shape the role and make a significant contribution to improving local air quality.  

About the role

There are 19 Air Quality Management Areas across Lancashire with most located at busy road junctions or on congested sections of highway.  A key purpose of the job will be to work with the twelve district councils in Lancashire to input to the development of Air Quality Management Action Plans, provide specialist air quality advice and to identify measures and effective actions to reduce air pollution from vehicles.

The post sits within the County Council's Environment and Climate Team, however, the role will involve close working on a daily basis with a range of disciplines from across the council including Transport Planning,  Network Management, Highway Engineering and Public Health. 

The post holder will also work closely with external partners, particularly district councils to support the development of their local area action plans from a transport and highways perspective.

The successful candidate will have a demonstrable knowledge of network management measures and effective actions to reduce pollution from road transport.  They will require excellent data collection and analytical skills, with the ability to interpret air quality monitoring and modelling data and understand  how interventions quantitively change the local air quality environment and ultimately what the outcome will be for local communities affected.

Good communication skills and experience of building relationships with stakeholders to make decisions or influence outcomes is essential.

The post will be based at County Hall in Preston.  However, Lancashire County Council operates a flexible working policy and our team is working in a hybrid approach with the opportunity to work from home and in the office.

About us

The Environment and Climate team is a new team established to deliver the Council's Environment and Climate programme, which includes tackling air quality, nature recovery, active travel and delivery of our ambitious climate goals. 

The team is based in the  Planning and Environment Service, a multi-disciplinary service providing environmental planning services, civil engineering, and transport planning to deliver an ambitious programme of works delivering coordinated investment in highway and transport infrastructure in Lancashire.  You will have an opportunity to input to these programmes from an air quality perspective.
