Significant work is underway to reform the IT estate of Essex County Council. The Council is currently delivering a significant cloud migration programme, alongside deployment of new tools and the rationalisation of a broad applications estate which increasingly is moving toward a Software-as-a-Service approach. ECC envisages a future where technology can transform both how the Council works and how they deliver services. Whilst this ambition is not in itself unique, unusually it is not driven solely by an over-riding imperative to reduce costs; the Council has an enviable track record of prudent financial management. Rather, ECC is driven by its passion to provide a truly liberating and empowering, connected, interactive customer experience. This will enable residents and businesses to access a diverse range of essential and non-essential public services, at a time, place and via a medium of their choosing. Employees will also be able to share their ideas openly, working collaboratively without barriers.
Reporting to the newly appointed Director of Technology, the Head of Technology and Architecture will define the roadmap, components, design standards and principles to enable the future vision for technology provision in Essex County Council. This approach to technology, will not be delivered in isolation; rather it will be informed by collaborative working with business/service heads from across the Council, to truly understand the future needs of the organisation and to ensure IT provision is fit for purpose in enabling the corporate strategy. This will include close working with a wide range of digital and IT suppliers to ensure technology innovation is baked into the IT and Digital strategy. You will also be responsible for overseeing the security, risk and audit approach for Technology Services and work with the wider leadership team in the development of a cohesive data strategy.
To deliver this exciting mandate, you will be a strategic thinker and pragmatic operator, with experience of having led, managed and evolved a multi-disciplinary IT function within a complex organisation. A champion for excellence in the design, build and operation of a high performing IT estate and highly skilled and motivated team, you will have experience of creating a clear, coherent, well costed IT architecture roadmap and delivery plan that has enabled an organisation to transform the service delivered to customers – both internal and external. You will be responsible for being a critical friend to advise on infrastructure, application and purchasing proposals in order to ensure they adhere to your holistic architectural design, the security of the Council’s systems and overarching Digital Strategy.
As a developmental leader and articulate communicator, you will be able to inspire subject matter experts to perform to an exceptional standard. You will be a trusted adviser and respected architecture leader, able to work across organisational and conceptual boundaries in contributing to the development of enterprise wide IT and Digital strategy, standards and assurance. Equally, you will be adept at translating complex technology concepts into easy to understand business outcomes and be comfortable engaging with a wide range of stakeholders – technical and non-technical, up, down and across your organisation. You will preferably have public sector experience. You will lead a large team and have responsibility for their progression and development. As the leader of a team which contains multiple specialisms and widespread TOGAF qualifications, you will be able to understand, support and embed professional qualifications across your team.
