Effective performance management and measurement of impact will be vital strategic tools in the Council’s transformation programme. Evidence-based decision making will be essential to targeting our resources well.
As Head of Performance and Insight, you will play a vital role in creating a culture of continuous performance improvement. Leading a team of performance, analysts and data scientists you will develop strategies for improving our use of data and evidence; take the lead for the statutory returns; and provide expert support to all inspections and reviews. Key priorities include developing performance management systems, setting KPIs, monitoring outcomes, and reporting to the Executive Leadership Team and Cabinet. You’ll also look to data outside of the Council, to enable us to better understand the needs of our residents, and to draw on wider analysis of the London region.
You’ll work with your team to develop comprehensive research methodologies and oversee the integration of various data sources to create a holistic view of organisational performance. Drawing on analytical expertise, you will be able to provide deep insights into performance trends and areas for improvement, and highly developed communication skills (in person and in writing) will enable you to summarise and present key messages and headlines to senior officers and Members, promoting an evidence-based approach to decision-making.
We expect that you will already have experience in managing a business intelligence function producing bespoke performance management information for a large, complex organisation. You will be highly skilled in manipulating, analysing and interpreting data – drawing conclusions and arriving at recommendations / suggestions. You should have a detailed knowledge of how data insight can inform evidence-based decision making at a corporate and service level, and an informed appreciation of the operating principles of a local authority.
