Around half an hour by train from the centre of London, Dacorum occupies an enviable location just outside the M25 and is home to the towns of Hemel Hempstead (where our offices are based), Berkhamsted and Tring. In placeshaping – as in so many other aspects of civic delivery – Dacorum is doing things differently. We’ve set a clear ambition to develop an integrated neighbourhood management model, and these roles will be at the heart of making that happen. Moreover, we’re planning for sustainable population and employment growth, we’re transforming our town centres and we’re supporting our communities to thrive.

This role is about taking real ownership of our green spaces, public realm and frontline services – all the things that impact on how residents perceive their neighbourhood. You’ll have a knack for designing and managing services that are professional, effective and meet corporate objectives – including on biodiversity and carbon emissions – yet which also feel friendly, local and responsive at the point of delivery. We’re looking for a positive, can-do attitude, and track record of nurturing a strong ‘one team’ culture. Resilient, commercially-minded where it matters, but also able to spot and develop opportunities for social enterprise, you’ll exemplify a commitment to strong communities and will understand the interface between community services and street-scene – because their streets are where most residents encounter those services on a daily basis. A big part of this will be developing new approaches to joint working with voluntary sector colleagues, so that we can create a strong ecosystem that brings together residents, partners and council teams.

Candidates will need to be appropriately qualified, whether through study or experience, and will have a proven track record of managing a large comparable operation within a complex, multi-agency service system. A practical understanding of how to lead through change is essential, as a is a good grasp of how to identify and implement effective innovations and develop new services. We want to meet people who can take a ‘first principles’ analytical approach to problem-solving and generating solutions. Excellent stakeholder management and engagement skills, are essential, as are good political awareness and sensitivity to the needs and priorities of others.
