About the role:

At Horsham, our Leisure and Cultural Services are a fundamental part of the services we offer to our communities. The thriving Capitol Theatre delivers a broad range of performing arts, comedy and cinema, Horsham Museum allows people to learn about our history and our four leisure centres are there to ensure that every resident lives within a 20 minute drive of one of them.

We are developing plans for significant investment in the Capitol and will also soon be starting the review and reshaping of our leisure provision before we tender for a new leisure contractor. This is an exciting time to join the team and shape the future delivery of these key services.

You will form part of our cohort of Heads of Service, and will also fulfil a key leadership role, as you work with colleagues from across the authority to deliver our new Council Plan.

About you:

We are looking for someone with excellent interpersonal skills who has strong experience managing services in a complex and multi-disciplinary organisation.  You will need to demonstrate a track record in project and service delivery.  The ability to work with elected politicians from across the Chamber is vital, and in particular to establish effective working relationships with Cabinet Members. A natural leader and communicator, both verbal and written, you will also have excellent budget management, business planning and project management experience.

About us:

At Horsham, we want to support and develop all colleagues to perform to their maximum potential.  Our current post holder is moving for a promotion to another authority, we know that we can work together to create the atmosphere for you to grow and develop your career, ideally here, but sometimes elsewhere.

We have a friendly and supportive working environment and being a smaller Council, you can really get to know everybody.  We have a good set of Councillors, and working together we can achieve a lot.

We offer 28 days’ (207.2 hours) annual leave plus bank holidays (pro-rata), and flexible/hybrid working options where applicable.

We offer a generous benefits package including an online platform offering discounts from online retailers and access to a car lease scheme. Staff are also eligible to join the Local Government Pension Scheme (LGPS), where the Council contributes circa 20% of pensionable salary.

To support employees’ professional development the Council provides reimbursement for professional subscriptions and a number of training opportunities, including extensive in-house learning resources, short courses, Apprenticeships, and qualifications such as Institute of Leadership & Management (ILM), Master of Business Administration (MBA).
