As our Director of Planning and Building Control, you will have the opportunity to lead and manage the growth and development of London’s most exciting borough. As the fastest growing local authority in the country, with the highest housing target and youngest average age, all within one of London’s smallest geographical boundary areas (7.6 square miles), it is vital that we plan for sustainable development that is equitable and provides opportunities for future generations.

You will have responsibility for Strategic Planning, Development Management, Building Control, Infrastructure Planning, Divisional Support and the Division’s Digital, Commercial Innovation Unit. You will be steering our Local Plan (reg 18 is out to consultation in November) through to adoption, building on our excellent Development Management service, embedding the new Building Control Structure to respond to the Building Safety Act and continuing our innovative and exciting Infrastructure Planning work, including being responsible for our very own expert viability team. All the while ensuring that the services provided are of consistently high quality and provide great value for money.

Working with the Chief Executive and Corporate Director of Housing and Regeneration to implement our corporate aims and that statutory requirements are met, the services provided meet the highest standards achievable and Statutory Best Value obligations are met.

You will be expected to formulate and implement directorate priorities, initiatives, policies and procedures to continuously improve service delivery in culture services.

A key part of this role is planning and managing service delivery to secure strategic objectives and to meet local community needs, briefing the Mayor, Chief Executive and Members as necessary and ensuring effective community involvement.

You will be responsible for shaping and directing the delivery of an effective Planning and Building regulation service in the Borough, ensuring that statutory requirements are met and that sustained improvements in performance against Government and local targets are achieved.

The role will require you to ensure that local people are appropriately consulted and involved in decisions which affect them, working closely with the Local Strategic Partnership.

You will need to inspire, lead and manage planning and building control service managers, setting a clear direction and framework for their work, securing commitment, achievement and continuous service improvement and ensuring the service overall is in sound organisational health.

You will need to ensure effective joint working between the planning and building control service areas and continuing development and refinement of the databases and systems which support their work in order to improve service performance.

To be a success in this role you will need to have the ability to balance strategic leadership and direction with effective operational management, fostering an open and trusting culture with the ability to lead change through others and inspire high levels of performance.

We are looking for an individual with the ability to apply discretion and initiative in dealing with complex issues, but who is also authoritative and influential, with highly developed relationship management and networking skills, and the ability to foster joint working across service and organizational boundaries for the benefit of residents and communities in Tower Hamlets.

You should be naturally engaging with an ability to inspire and command the respect, trust and confidence of colleagues, Council Members and other stakeholders.

It’s essential that you possess financial and commercial awareness, highly effective budgeting and financial management skills, and the ability to maintain a clear overview of the many issues you’ll deal with.
