Working with elected members, Commissioners, colleagues and partners, you’ll continue and accelerate the transformation and improvement of the City Council, and deliver on our promise to make a positive difference to our citizens’ quality of life.

A great deal has been achieved in the last 12 months, and you will be joining an organisation where middle and senior leaders all know what good looks like, and how to deliver it. The work of universalising this new approach is proceeding well; and though there are inevitably some directorates with a longer to-do list than others, progress is visible across the board.

Elected members provide strong support to the change programme, and the move to a new leader and cabinet system later this year will provide the framework for transparent, democratically-led decision-making. Relationships with the Liverpool City Region Combined Authority are strong and productive, and there are similarly positive arrangements with other key partners (both public and private sector).

Government Commissioners are currently scheduled to be present until summer 2024, and a vital early priority will be to establish a clear and open working relationship with them. The foundations laid by the current interim postholder have impressed observers and Commissioners alike, and it will be essential that the incoming Chief Executive can consolidate and develop from this strong position.

We’re looking for candidates with the full leadership toolkit: able to move from big picture to detail with ease, and with the communication and influencing skills to build partnerships that move mountains, you’ll have an excellent reputation for delivery. But the change we’re seeking must be permanent, not short-lived: it’s crucial that you can shape and embed a new approach, where everyone makes a deliberate choice to engage with a shared culture of accountability, and a non-negotiable focus on outcomes.

High-level strategic thinking is a must, and you must be able to lead a complex organisation with lots of moving parts; but the kind of practical experience which lets you spot and understand the causes of failure demand at delivery level is just as important. Your ability to rapidly win the trust and respect of those you lead and work alongside will be essential, and will be rooted in absolute integrity, optimism, and an expectation that your own high standards will inspire the same in others.
