NewStart visited the Castle Vale estate in Birmingham to learn about their community revolution, which saw residents take control of the library and swimming pool from the city council.
'For the last 40 years or so, we have been serving up the same solution. Retail – shopping centres – more retail – more shopping centres. This approach has standardised our centres.'
